OK - I've run some tests, and it looks like there is no way to
increment the user count by one for simultaneous procedure calls if
the procedure uses multiple connections. If none of the connections
have multiTierConnection set to true, then the user count only
increments when the first procedure instance connects.  Simultaneous
(i.e. 2 browsers) retrievals result in the connection count
increasing, but the user count staying at 1.  If one connection has
multiTierConnection set to true, then the user count increments by 2
for each simultaneous instance of the procedure call.   The only way
I've gotten the user count to increment by one for each simultaneous
procedure call was if there was only one connection, and it had
mutiTierConnection set to true.    

Shouldn't there be a way to increment the user count by one during a single procedure call which involves multiple connections?
