By basing their framework on Qt, they wouldn't be competing, they would be repeating one of the mistake of D.Net, by essentially saying that "hey, we're not good enough to do it ourselves, so we're using XXX which is better than what we could have come up with"
The answer in that case would be the same as with .Net: if there exists another framework that is better, why use Embarcadero's wrapper and not the real thing? The wrapper will have compromises, limitations, issues and add layer of potentially soon obsolete proprietary stuff (a very real issue given Kylix, CXXBuilder, D.Net, DWin32-only etc.), while the real deal would be moving forward, be well supported, etc.
Just like D.Net turned out as little more than a C#/.Net advertisement in favour of MS's dev tools, an Embarcadero relying on QT would be an advertisement for using Qt directly.
It's not like .Net or QT are not usable on their own merits, that you need a wrapper to take advantage of them...
